Catalyzes the transfer of the alpha-amino-alpha-carboxypropyl (acp) group from S- adenosyl-L-methionine to 4-demethylwyosine (imG-14), forming 7- aminocarboxypropyl-demethylwyosine (wybutosine-86) at position 37 of tRNA(Phe).
